1.1 Scope.
1.1.1* This code shall apply to the design, construction, location, installation, operation, and maintenance of refrigerated and nonrefrigerated utility gas plants. Coverage of liquefied petroleum gas systems at utility gas plants shall extend to the point where LP-Gas or a mixture of LP-Gas and air is introduced into the utility distribution system.

NFPA 59 Utility LP-Gas Plant Code applies to the design, construction, location, installation, operation and maintenance of refrigerated and non-refrigerated liquefied petroleum gas utility gas plants. Coverage of liquefied petroleum gas systems at utility gas plants extends to the point where LP-Gas or a mixture of LP-Gas and air is introduced into the utility distribution system.
The 2012 NFPA 59 includes technical changes that impact most users
·    A new section on corrosion protection largely extracts existing requirements from the Code of Federal Regulations, 49 CFR Part 193.
·    A new section addresses training of personnel engaged in maintenance or operation of propane-air mixing equipment.
·    A new section on construction and modification records requires operators to maintain records of the materials of construction for process equipment piping systems containing LPG and other flammable fluids, including their supporting system and foundations for plants that are built or modified after the effective date of the 2012 Edition.
·    Requirements for separation distances for containers less than 2,000 gallons were extracted from NFPA 58 Liquefied Petroleum Gas Code.
·    The provision for vent stacks on nonrefrigerated aboveground containers was removed.
